Job Description:

Our client is looking for a Contract Compliance Manager to focus on audit and compliance with the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFAR) regulations.

Essential Duties and Responsibilities (but not limited to):

  • Support compliance with the CSD Purchasing Policies and Procedures Manual (PPPM), USAF prime contract requirements, and company policies.

  • Assist in responding to requests for data from Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA).

  • Maintain and foster critical relationships with DCMA and DCAA and other internal audit personnel.

  • Support requests for information from the government Administrative Contracting Officer and other external agencies.

  • Support preparation for DCMA Contractor Purchasing System Reviews (CPSRs) and all other audit and review activities, including preparation, execution support, and follow-through for corrective actions.

  • Implement, manage, and complete self-inspection of purchase orders, subcontracts, P-Card transactions, electronic catalog (e-CAT) purchases, petty cash, and materials section transactions.

  • Conduct internal compliance reviews of CSD purchase order files, contracts, other agreements, subcontracts, and related processes to ensure compliance.

  • Develop and maintain metrics concerning compliance issues that measure performance and adherence to compliance standards.

  • Follow-up on corrective action for non-compliance issues and prepare and collect lessons learned.

  • Review procurement activities, contract administration, cost accounting practices, and other relevant areas to identify potential compliance issues and recommend policy and procedure updates or process improvements to ensure compliance.

  • Document audit findings, including any non-compliance issues or deviations from FAR and DFAR requirements including drafting, obtaining approvals, and executing CSD’s Annual Audit Plan.

  • Develop checklists and documentation to address file organization and ensure that correct documentation is maintained and received from and delivered to subcontractors.

  • Support CSD staff self-assessments and other requested reviews to ensure compliance with CSD policies and procedures through file administration and document maintenance.

  • Support development and completion of CSD’s Annual Audit Plan including objectives, scope, and methodologies.

  • Assist with facilitation and coordination of all internal and external audits of CSD.

  • Assist with drafting and delivering training recommendations and materials.

  • Develop and conduct training programs, seminars, and/or workshops to enhance compliance.

  • Develop and conduct educational seminars, classes, and workshops on applicable procedures, regulatory changes, audit issues, trends, etc.

  • Review CSD policies and procedures and draft edits and updates for CSD management review and approval to promote compliance best practices.

  • Ensure compliance with applicable documents such as the AF Prime Contract, FAR, best business practices and Federal, State, and local laws and regulations as appropriate.

  • Serve as a resource for clarification or guidance on regulatory matters.

  • Participate in audit meetings with the Financial Services department.

Qualifications:

  • Bachelor’s degree in Business Administration or equivalent is required (Master’s degree is preferred).

  • Minimum of ten years of experience in auditing related to federal contracts.

  • Strong Microsoft Office computer applications management experience.

  • Strong experience with software tools such as SAP, SRM, Fieldglass, Tadpole, etc.

  • Experience with Air Force audits and/or contracts compliance is highly desired.

  • Experience with Government contract compliance is highly desired.

  • Due to the nature of the work, an Interim clearance is required, however an active Secret clearance is highly preferred.
